ElevenLabs' free plan gives you 10,000 credits a month, roughly 10 minutes of some of the most natural AI speech available. It's tempting to narrate your first YouTube videos with it and upgrade "once the channel takes off."

That plan has a catch that trips up a lot of creators. This guide explains exactly what ElevenLabs' license allows on Free vs paid plans, what counts as "commercial" on YouTube, and the cheapest way to stay compliant.

This is a plain-English summary of ElevenLabs' published terms and help-center articles, checked on October 20, 2026 (the non-EEA Terms of Service were last updated October 9, 2026). It isn't legal advice. Terms change, so read the current versions before you publish.

The short answer

  • Non-monetized, personal YouTube video? You can publish free-plan audio, but you must credit ElevenLabs by putting "elevenlabs.io" or "11.ai" in the title.
  • Monetized channel, sponsorships, affiliate links, client work, ads? That's commercial use. The free plan doesn't allow it. You need a paid plan, starting with Starter at $6/month.
  • Planning to monetize later? Audio generated on Free stays non-commercial forever, even after you upgrade. Regenerate it on a paid plan.

What ElevenLabs' terms actually say

Three official sources line up:

  1. Terms of Service (non-EEA), section 1(c): users who access the services free of charge "may only use the Services for non-commercial purposes," while paid users may use them for commercial purposes. Both must follow the Prohibited Use Policy. The same section says non-commercial use must be done with a personal email address.
  2. Help center, "Can I publish the content I generate on the platform?": the free plan "does not include a commercial license and cannot be used for any commercial purpose." If you publish free-plan content, you must attribute it to ElevenLabs by including "elevenlabs.io" or "11.ai" in the title. All paid plans include a commercial license, provided you're not using Beta Services.
  3. Pricing page: the commercial license is listed as a feature starting on Starter; the Free plan's feature list doesn't include it.

EEA, Swiss and UK residents are covered by a separate version of the terms, so check the version that applies to you.

What counts as "commercial" on YouTube?

ElevenLabs doesn't publish a YouTube-specific checklist, so use common sense and the plain meaning of "commercial". Any of these makes a video commercial in our view:

  • The channel is in the YouTube Partner Program and the video earns ad revenue (including Shorts revenue sharing)
  • The video has a sponsor read, paid placement or brand deal
  • The description includes affiliate links or promotes your own product, course or service
  • You're producing the video for a client or employer
  • The video is an ad, product demo or marketing content for a business

If you're unsure, treat it as commercial. A $6 month costs less than re-recording a back catalogue.

The "upgrade later" trap

This is the mistake that costs creators the most time. ElevenLabs' help center is explicit:

  • Content generated during a paid subscription can be used commercially, indefinitely (subject to service-specific terms).
  • Content created outside a paid subscription, before or after, cannot be used commercially and always requires attribution when shared.

So if you narrate 20 videos on Free while building a channel, then get accepted into the Partner Program, those 20 voiceovers are still free-plan output. To monetize them cleanly you'd need to regenerate the audio on a paid plan and re-upload or replace it.

Practical fix: if there's any chance a channel will be monetized, generate final narration on Starter from day one. Use Free only for auditioning voices and drafts.

The good news: your license outlives your subscription

ElevenLabs states that once a paid subscription ends, you keep a commercial license for whatever you generated during it. That opens up a budget-friendly pattern:

  1. Write and finalise several scripts.
  2. Subscribe to Starter ($6) or Creator ($22, or $11 for the first month).
  3. Generate all your narration that month.
  4. Download everything and keep the files.

Two caveats: unused credits are forfeited when you cancel, and ElevenLabs doesn't guarantee that generated files stay accessible in your account on the Free tier, so download and back up your audio. Also, if you plan to publish consistently, staying subscribed is simpler than batching.

Other rules that apply on every plan

A paid plan solves licensing for the voice output. It doesn't make everything in your video safe:

  • Voice cloning consent. Only clone your own voice or a voice you have explicit permission to use. Cloning a celebrity or another creator without consent breaches ElevenLabs' Prohibited Use Policy and can create legal problems.
  • Beta features. Per the help center, content from Beta Services can't be used commercially. Check whether a new model or feature is labelled beta.
  • You still need rights to your script, music and visuals. The license covers the generated audio, not copyrighted text you paste in.
  • YouTube's own policies. YouTube allows AI narration, but it asks creators to disclose realistic altered or synthetic content in certain cases (for example, making a real person appear to say something they didn't), and its monetization policies target mass-produced, repetitive content. We cover this in Best Text to Speech for YouTube in 2026.

Is it worth paying from day one?

For most creators who intend to monetize: yes, start with Starter. At $6, it's cheaper than one stock music track, and it means every voiceover you publish is already licensed for the day you join the Partner Program. Move to Creator once you're uploading weekly long-form videos or want a Professional Voice Clone of your own voice.

Keep using Free for what it's great at: testing voices with your real script, experimenting with voice design, and drafting before you commit credits.
